Joyce Lee Malcolm, the Patrick Henry Professor of Constitutional Law and the Second Amendment at George Mason University School of Law, discusses the Second Amendment’s constitutional history and the development of individual rights in Great Britain and America.

A respected constitutional scholar, Malcolm has written many books and articles on gun control, the Second Amendment, and individual rights.  Her work was cited several times in the recent U.S. Supreme Court opinion in District of Columbia v. Heller.

Her remarks were recorded at the July 2018 Conservative Women’s Network luncheon, a monthly event co-sponsored by CBLPI and The Heritage Foundation.
